I have to remove the brown dead "fronds" from a monkey puzzle. My question is, is there a branch collar to cut to, or just cut them away?

Also, is there a correct time of year to cut said tree?

We did a pair years ago, but i couldnt remember tbh. Am I right in thinking if they are cut to a collar, they will put out new shoots as other trees? or will the removal leave it bare?
