Extracting Broken Top

Any Thoughts..?

Double stemmed (quite large) sycamore...fire damaged. One side has windblown broken top which is still just attached and lying across a copse of smaller trees. I think it is too entangled to allow a winch out and simultaneous fell of remaining stem. Looks to me like a high anchor point in the un damaged side and walk/crawl out to knock off bits being carefull to not to drop the whole thing while Im on it..? Not sure there is any other way besides a crane/cherry picker. Are the NPTC competences for dealing with storm damage freely available..?

Any tips gratefully received
