Dangerous dead oak

Was just up at a friends and got talking about a large dead oak (5ft base of the trunk)at the bottom of the paddock which could quite possibly fall on top of one of the barns.

Problem is that it is sitting in a hedge line, but we're not sure who owns the tree as its half and half, though the council do not maintain the hedges but strictly half of the tree is on there land. Shall we just fire up the saw and dead wood it or best wait and let the wheels of bureaucracy do the grinding

Ps I've got very little experience in the world of tree felling
