Catching the sods is hard enough but what happens when they get caught? A slap on the wrists. I reckon the UK ought to follow Spain's lead in these matters.

 

You cause a fire that damages anything that isn't yours, you pay the total cost. And that includes reinstatement of land, waterways, highways, services, wildlife; and the replacement of stock, vehicles, buildings; and the total cost of putting the fire out. If you can't cover the costs or plead poverty, then it's the clink for you. After the Spanish introduced these laws & penalties, the instances of wild fires and 'accidental' fires decreased by approx. 85%.

It used to be in Spain, that if you had an outdoor pool, you had the right to refuse extraction for firefighting. The law's changed now. If you have an open outside water source, any firefighting crew has a given right to freely access & extract that source. If it was me, I'd much prefer to have my pool emptied, than have the land scorched.
