Kawasaki KT12 recoil not engaging

Is this happening because the splines on the recoil rope holder seem to be worn down? Is there a way to repair this.Get a pointed burr in the splines? Cant quite get my head round what exactly happens when the recoil is pulled??

the spring that you pointed to in the video clip looks to be stretched too far,

both pawls should move easily the pins they are mounted on are press fitted into the flywheel, they can be punched out from the back side of the flywheel

 

the central hub of the rope pulley should have a series of fine grooves the pawls tend to wear a central band around the hub

 

I have heard of one repair that replaced the steel straight knurled hub with a new one that was manufactured on a lathe, the serrations were made by a lathe tool being wound across the outer diameter to cut a single groove, the chuck was then rotated by hand a little and the next groove cut ( not a cost effective repair but replacement parts were NLA back in early 90s )
