Saw these on a Laurel Leaf, then notice more on one of the stems, was difficult to get the phone camera to focus on it properly.

 

Silk like filament stalk with a wooley hat on

If you really want to impress them you can tell them that the reason they are on those little hair like filaments is so they dont eat each other when they hatch.
