The best I have seen is ton bags filled with pieces of foam. You can usually find a foam shop around and just ask for the off cuts. Its light weight and helps the impact.

Anyway the straw bales idea is pretty good, I wouldn't bother with the cling film either.

Preferred the old dumpy sacks stuffed inside other dumpy sacks idea myself, nuggets destroy em pretty quickly here, got loads already.
