The Heath and Safety at work etc act has three levels of duty.

 

 

 

"Shall", which basically means must - it's an absolute duty.

 

 

 

"As far as reasonably practicable" which basically means a balance must be stuck between the how much the level of risk is reduced as opposed to the amount of expense made (Time / Money / effort) in order to reduce the risk.

 

 

 

"So far as is Practicable" which basically means that if it is possible (in the light of current technology, knowledge or invention), then it must be done (cost is irreverent).

 

 

 

All three appear in the act in different areas.

Sounds like a quality offer.. I think (not sure if I’m being flamed or groomed :lol:)

 

Not much new in the way of Health and Safety craziness has emerged in the last few days – shame.

 

I mentioned ‘health and safety Norm’ the other day – Probably no use in the stationary department, and then sideways promoted (for some unspeakable reason) to do health and safety.

 

In my experience he is responsible for all the health and safety gone mad rubbish you read in the press.

 

I would gamble we have seen a few examples of his hapless and totally counterproductive measures:

 

Mr Magwick gave us one:

 

Spotted a sign at the top a flight of stairs, it said no electric old peoples carts.

I would have taken a photo but a coach load of French tourists were pissing themselves and taking picks.

 

Agi-Smash probably landed us another

 

I accept hse is an ever increasing part of everybodys daily life, but when it takes you three quarters of an hour to fill in work permits, hot work permits, have a "toolbox talk" etc etc. it is getting enough now.

 

But I think Arthur gave us the ‘money shot’:

 

Visited council office in Ruthin

Guy showed me the fire exit as we went upstairs ( first floor) which I considered a little odd

Offered cup of tea which I accepted but I wasn't allowed to put it on his desk as there were " health and safety issues"

I assume he was frightened of hot tea

 

This is genuine not a wind up .........

 

Fencer had exactly same exerience, so he went from using MF tractor on steep wet ground with post knocker, on his own to not being trusted with cup of tea ......

 

I would love to see this taken further!

 

Only by getting the H+S jobsworths of this world publicly knocked down a peg or two will they ever learn.

 

But who could perform this fine public service??? Well who better than the HSE themselves!!!

 

HSE totally HATES farcical rubbish done in the name of Health and Safety, and where they find it, they publically shame it.

 

The HSE have a panel that check out witless health and safety rules, headed up by the Chairman of the HSE herself, Judith Hackitt.

I don't know what "flamed" is (!) and I'm bloody sure it's not an attempt at "grooming", if I think I have the right definition of what that means? 'Norm' might well have worked in a 'stationary' department, or THE stationery department and ended up doing H&S, but I'm bloody sure you're an 'inside' man now! (That's all in good humour just in case!!)

Absolutly excellent post.

When Judith Hackett took the job on, she VERY quickly published a full page spread in the major newspapers, Times and Telegraph for example (cos I read it at the time and wish I had kept a copy)

The exact gist was that most of the loony "H & S" rules were made up by twerps misinterpting and then Gold/Titanium/Platimum plating to be sure, to be sure, to be sure , to be very very sure.

There arse was covered.

to wit the "no working off ladders" nonsense.

in my risk assessments

Stuff falls off aeroplanes.

One simply MUST cover ALL possibilities, however absurb.

my staff now got a veritable bible of risk assessments to read.

Which the cant or wont as everyone well accepts.
