I have a thing like they use at speedway on the back of a compact tractor, it's like angle irons that are on a frame, you can adjust the top link to make it more or less aggressive in what it digs up and turns over I think it's a menage grader

Like a box blade? Bit extreme for gravel?

gallop like roundup but better mixed with chikara. this stops them coming back lays in gravel. then as other posts use a rake of some kind to get it back. if its very bad i would take off the gravel weed kill. spray with tar emulsion a rake width spread a layer over untill all the drive is covered this will keep gravel in place then spread rest over. emulsion will keep weeds at bay. does a good job
