Bituminous fungicidal paints

Reading an arb report for a tender a couple of days ago, I came across a recommendation that any severed roots were treated with a bitumin based fungicidal paint:confused1:

 

I've only got a copy of BS5837:2012 at home and it certainly isn't in that. Within the report is reference to BS3998:2005 so I wonder if it was in that, as I can't recollect reading anything about bitumin in the 2010 version.

The 'consultant' finished his studies in 1966 and doesn't mention any CPD since, so quite possibly.
