Towing Chipper

Can anyone enlighten me on the law with regard to what can be towed with or without a tacho. I was under the impression that if you had passed your test pre 1997(B and E on license) then you could tow with a train weight above 3.5 tonnes and without a tacho as long as you kept within a radius of 50 km and you wern't actually hauling goods for reward, hence towing chipper for work was ok. Anyone point me to definitive guidelines on web etc would be very gratefull.
