Can someone clarity what a hinge bolt is?

My outward opening door has to be fitted with a hinge bolt top and bottom.

Not really sure what this means? My door hinges are covered and internal so can't be seen from the outside and I don't see how they can be locked from the outside without making a mess out of the door?

Think of a bank vault when you turn the lock the big thick bolts come out. It would help you if someone decided to attach a chain and pull as the hinges are usually the weakest point ,and when people buy crappy locks.
