Beetle Borer or something else?

Came across this today on a Eucalyptus. It was very prevalent throughout the tree. Branches large and small dead or dying, mostly confined to the upper surfaces. Foliage was healthy and main trunk showed no signs.

 

Was thinking it could either be a phytophtora or a borer such as Phoracantha semipunctata:confused1:

 

Anyway any help in id'ing this will be appreciated. Cheers

phythothera bleeding canker?

 

Phytophora wouldn't work it's way into the heartwood, tbh it would more likely be stress cracking in the inner-more rings of the tree, unless they followed out to the surface further along the limb, but a good many things may have caused the damage if not
