On the old cut, as he has not disturbed the occlusion growth I don't see a problem, where he is disturbing the cambium & bark on the trunk carving it's another matter imo.

Can't stand these trunk carvings, cheapens the tree.

 

When I go for a walk in the woods or down to the park I don't want to see stupid human faces carved out in the tree trunks. Especially ones like on the right hand side which just look really crap, especially the lower pic with the stupid wailing mouth.

 

Leave the trees alone.

 

Re damage - yes if the tree if is live

There was a lengthy discussion on this a little while ago, maybe a search on the archive would find it. Might have been in relation to an owl carved in live cedar...
