If you splice your own ropes, can a loler inspector pass it? Or will self spliced ropes be unfit for use if you arnt qualified?

Basically I'm looking to lean from someone who knows how to but I don't think they are technically qualified?

Obviously I'm not looking to practice on my ropes but if and when I get good at it can I use them?
