Check the linkage is all intact first.

Drop a prop shaft off and with cdl disengaged it shouldn't drive.

Engage low 1st gear and feather the clutch in while 'stimulating' the cdl lever.. It should start driving as the diff locks up. If the lever goes full throw (take the gaiter off to determine this) and doesn't engage then you may need to look at the transfer case next....

If its an 1998/1999 S-reg, with original engine still in it, theres no doubt its a 300tdi.

The 200tdi was first used when LR face-lifted the old Land Rover 90 and 110, and gave them the name of Defender. This was in 1990/1991 and on H-reg, the 200tdi was used then through to K-reg. L-reg was the introduction of the 300tdi which ran till T-reg (summer 1999). Td5 was introduced in autumn 1999 on the V-reg.

You say the diff-lock lever moved freely, does it move between Hi and Low - selecting each as it moves? If not theres a linkage issue. If it does but doesnt engage the diff-lock then youve a selector issue.

Wee tip - if your diff lock does work, dont run about with it engaged. Its a common school boy error, you will strip the teeth off the spur-cog in transfer box and loss all drive in all gears.

If the diff lock isn't working it could be as simple as the linkage having come apart. I had that happen on the last land-rover trying to pull beech timber out of a field in the snow. The clevis pin at the bottom of the transfer/diff lock lever came out, 30 second fix, about an hour to take the floor etc out to get at the, er, blighter.

Sounds like 300 tdi, don't know why you'd retro-fit a 200 tdi to an S plate?
