Yeah bull dog do a heavy duty hitch lock that can be fitted hitch or un hitched but it does say it should be removed before towing!

I have a hitch lock that says you should remove before driving but I've driven around and it doesn't make any difference but if I jack knife the chipper a bit when reversing it will bend the hitch lock slightly.

 

However, I also bought a 19mm chain and lock made by a company called Pragmassis. Apparently its the strongest chain you can get and completely impossible for your average scum bag to cut or break. Its heavy and really expensive but so is my £21K chipper. My insurers recognise the chain and I got a cheaper price because of this.

On some unbraked trailer models there is a non breakable chain that connects to the truck.... I don't know the law on this but they do come like this from the manufacturer.
