You have misread it. Your chipper or trailer will not weigh more than 3500kg laden so there is no reason for you to need C1E. You can't tow now more than 3500kg without air brakes so there is no change really.

The changes are that previously b class holders could drive 3.5T vehicles plus <750kg trailer. C1 is now required to cover this. To tow anything above 750kg C1+E is required. Timber Wolf 190 for instance.

 

New drivers after this date will also require a medical and reapply every 5 years.

Pretty sure its how it has been for a while. BE to tow with 3.5t up to 3.5t trailer, C1E to tow with anything over 3.5t

 

It also states these new rules only apply to new drivers, it'll be another version of pre 97/grandads rights; "Your entitlement to tow trailers will stay as it was when you passed your driving test."

 

It seems if I've read it right, existing drivers have nothing to worry about, just the people who haven't passed ANY tests yet

It doesn,t change anything. Those who took their test after 97 can still drive a transit/landrover etc up to 3.5 and only tow 750kg as before but then take a test to tow a trailer up to 3.5. And will then need to take the C licence as before.

For new drivers,

"Category BE

 

If your trailer weighs over 750 kg and the combined trailer and towing vehicle weight is more than 3,500 kg, you’ll need to pass a further test. The trailer you tow must not be heavier than 3,500 kg. This test will be shown on your driving licence as category BE.

 

 

For C1+E is if you want to A) use a sub 3.5t vehicle to tow over 3.5t, or B) if you use a plus 3.5t vehicle to tow over 750kgs (Just C1 needed to drive over 3.5t and tow under 750kg)

As I have followed and posted on this issue on many forums perhaps I can be of help ....

 

For those with current B and B+E licences nothing will change from what it is now

 

The only thing that may occur is that the rule which says that B licence holders cannot have a trailer MAM over the vehicle kerb weight might be revoked for everyone as that is not in the EU regs BUT there is nothing to stop the UK from keeping that rule

 

B licence holders when towing trailers will still have the max 3500 total MAM rule where the vehicle GVW added to the trailer MAM cannot exceed 3500 kgs

 

 

For drivers getting their B+E licence after Jan 2013 the rules will change if they wish to tow trailers over 3500 kgs MAM with a B category vehicle

Those drivers will need to take and pass the C1 and then C1+E in order to tow trailers over 3500 with a B cat vehicle
