Whats killing this acer? And con area question

Evening,

Just wondering if anyone can enlighten me as to why this acer is dying

Part of the crown stayed dormant 40-50 % 35% come out then died off and only approx 15% living foliage left.

I have only seen the tree today, and its due to come out but was wondering what could have caused this?

There are 3 other acers on the site that are fine, wind comes from a different direction to that of the foiliage death, grounds ok, not waterlogged or too dry, nothing near the base of the tree, no signs on the bark other than some orange covering, seen other tree's with this and theyre ok, must be due to environment conditions.

I'm thinking bacteria or fungi affecting cambium?

Also this is in a conservation area, i know usually you have to notify of intent of works, but its just its not dead yet but will be and if it was dead it could be removed... so what would be best in this situation? was going to speak to the to anyway. Cheers :)

It's dying Chris. Take a photo and don't worry about your LPA. If you want to be certain, give them a ring and explain.

No idea what's killing it.

I've learnt from the past that its always best to be 100% certain and have it in writing before you touch a tree which is TPO'd or in a CA even if it is on its very last legs.:thumbup1:
