They shouldnt in regards to asking for AAAC, IIRC they could face serious consequences, and so they should.

 

Speak to your LA and get on their list.

 

Commercial is more difficult as you need to know who is doing the work, where and when.

 

Landscaping development and groundwork companies are a good start as they usually get the tree work lumped in with their more important works.

They have these internal policies for their own legal protection following the days when they had a list.

 

By only using aaac companies through a tender process it shows the council is impartial

However, in answer to a precious post asking what form do bribery tactics come in. They come in a fat white envelope. At least thats what happens around here.

So how do they know who to send the tender to????

 

It's quite simple. All work that is open to tender is detailed on the LA web site (see the one I linked to above). It is up to the company who wants to tender to submit the application for the works that are up for tender. The LA won't just write to a company asking if they would like to do the work for them.

You would normally have to do a Pre Qualification Questionnaire to get on a LA list, if you are then approved you will have to submit your rates, if they find them acceptable you then may be invited to tender for work.

 

You do NOT have to be a AAAC to be accepted although obviously this is going to help, being CHAS Accredited but not an AAAC will also help in your favor.

It's impartial only in so far as anyone is free to submit a tender application, and each application is supposed to be considered on its own merits and supposed to represent best value. However, the impartiality bit kind of disappears when the company submitting the tender application have useful contacts and have done work before for the LA. Also, it would seem, that cheapest price can often trump best value. Another area where the impartiality disappears in when the LA include something along the lines of a a "minimum turnover of £9m" in order to oust an existing firm and to enable another firm to come in from outside after buying up a load of smaller firms.
