Can they be chopped back to fenceline (obeying CODIT, naturally) without permission?

I don't know 100%. It looks like an overgrown hedgerow, as it is a thin strip behind the house with a field on the other side. Sycamore and Willow, if that counts for anything...

Check with youre local authority tree team.Around here you have to give six weeks written notice for any work in a conservation area

Check with the LPA, for TPO, conservation area regulations, they'll soon tell you what you can do if applicable.

also if a tpo has been served the owners details should have been traced, if at all possible. planning admin/legal services should have the original doc'

Depends whether the trees were present when the Area TPO was made.

Also if the land owner emerged after you felled the trees you could be liable for criminal damage.

LPA can inform re TPO.

Land ownership may be far more difficult to establish.

Also if the land owner emerged after you felled the trees you could be liable for criminal damage.

 

The TPO issue aside you can't be prosecuted for criminal damage if you prune back to the boundary and even if you overstepped the mark by a yard, you would struggle to get the courts to view it as anything other than de minimus.
