Is this a bat nest?

Looks more like a woodpecker hole, but bats use existing holes, they don't make their own as far as I know. So it is a possible bat roost.

 

Often they get in cracks and cavities and there is little to show they are there.

IMO

 

The hole has been made by a woodpecker, then squirrels have gnawed at the hole edges to widen it for their on purposes.

 

Bats don't mark like a squirrels marks, the hole tends to get scratched at the lower radius only as their claws scratch on the way in, often (when active) you will see a urine trail leaving the hole in the case of bats or at least if its a regular summer roost and especially a nursery.

 

As rupe says though this has the potential for bat activity, though not for a whil;e yet, they will be hiding somewhere else where the tempreture is more stable through the hibernation period.
