The term 'pollard' means...the complete or partial removal of a young tree so as to encourage the development of numerous branches;also, forther cutting to maintain this growth pattern.

Dont confuse 'Pollarding' with 'Topping', which is an awful term used, when a complete crown is removed from a tree. i.e its not a cyclical removal.

lopping and topping is the correct term, to produce a pollard this would then be followed by a re-pollard.

looking at the pictures it looks they have had a re-pollard:wave:

Lopping and Topping is a forestry term from old used to describe the waste from snedding out a pole.

To produce a pollard you would 'pollard' a tree.

Lopping and topping is a term used frequently by consumers to describe works they want carried out to their trees. Education is the way forwards there.

Sorry to disagree 3 dogs but that's my understanding of the term.
