two holes on outer pulley have threads and on centre taper only one hole has threads. 
I can see two holes are to tighten both pulling taper in; but my question is how many grub screws should I use i take it to only use the hole with both threads to hold in place but do I leave other grubs in place or one or none?

I’ll try take photos to explain.

The taper lock pulleys I had to deal with had 4 holes but the thread  was  in halves, i.e you could use the half thread in a hole to either force the inner from the outer or to  screw the inner into the outer, depending on which pair was used.

I fail to see how a hole can be retapped , I agree with @Jase hutch buy a new inner.
