First time I have ever been asked if I have one, and do quite a few job on highway with traffic management involved. 

Council are asking the question on 28 say notice on tree, Are they just being you know what. 

Is there a way round it people have found.

I have operative and supervisors card it is for working on the roads and footpaths, they are asking if you have it for traffic management just sub out all signage and depending on work an open notice

If any of your staff have Unit 2 then the local authority will need to see it if you are intending on doing the TM (one of the team will also require Unit 10 to manage the site) If as you say you are subbing the TM out then that company will need to show relevant qualifications for highways working, if the highways team know the company you are using they would usually know that they will have those anyhow ! ... its how working along or in close proximity to highways should be in reality. They may well wish to see all insurance certification as well, PL and the like.

You don’t need to have unit 10 supervisor on site if you have unit 2, your traffic management company will have these and you should have copies of their tickets in the site documentation to send to council, this is all basic requirements for working on the highways unfortunately many arb companies ignore the rules

Traffic management are supplying lights and doing permit so I don't have hassle. But it is.
