The bud seems to be missing from the frond in your had.

 

The long two needles, slight yellowing  would make me consider a maritime pine

I'd say ity is indeed an umbrella pine Sciadopytis verticillata

I'll have a look again, and see if I can find a stem with a bud developing to photograph.
