The company I work for runs 25 to 30 teams we record jobs start to finish and have access to RAMS work sheets and archives / drawings  just thought you might take a look  personally I use i auditor

You basically need a proper web app, which can even be remotely accessed by your client and his staff members, I would suggest you to write all your requirements in bullet points and send it to some good web app development firm like dcs. GoodCore Software or others, and ask for price quotations, and using the best option get your web app developed.

One of my developers could build something im sure, but im not sure if it would come in under budget or not
