I'm just changing the chain break handle on my 391 and I've found this misc lever and spring.

It looks like the springs not been connected to anything since new but should it be fitted in place as in the second pic? ? 

I've been through the oil/sawdust muck and not found a pin and nothing is listed on the IPL

Not worked on this model but have a quick Google, lots of pics of complete brake mechs and a few brake rebuild vids for 391 so they should give you the info. Good luck
