Newcastle Council blanket protection on all fruit trees

Hello everyone, longtime reader first time poster. It seems as though Newcastle Council have a blanket protection on all fruit trees, I've looked at a few other council websites and it seems as though it's just Newcastle, has anyone ever heard of this? Is it normal? Is it even legal? Thanks in advance for any responses.

So its relating to conservation areas.  I thought fruit tree pruning was exempt

Thanks I thought I must have missed something, it seemed odd that they could  effectively tpo every fruit tree. Must of borrowed one of my lasses blonde moments.

Only 'where that tree is cultivated for the production of fruit in the course of a business or trade and  such work is in the interests of that business or trade'.
 
If it's a fruit tree in someone's garden the exception doesn't apply and an application is required.

I thought that was the same over the country unless it's been maintained as such ,I would imagine it's to prevent say a Untouched tree been cut in half by cowboys.

If the tree is outside of a conservation area and is not subject to a TPO, then no notification (for CA) or application (for TPO) needs to be submitted to the local authority...
