Poorly Q. robur

I'm a bit of an amature at p&d so would like some advice to what it is and the next step to be taken....

As you can see there is alot of die back on this oak (the surrounding oaks are perfectly healthy) and the leaves have mostly died off. There seems to be two types of fungal growth at the bottom, one has shrivled away and turned black (is it honey f?), the other is more prominent.

There seemed to be a bit of black sooty stuff, although this could be something completely unrelated and harmless (?)

its along a track/road leading up to a couple of houses and stables.

a few cars and pedestrians go by each day so potentially high risk.

we dead wooded the most dangerous limbs that were over hanging the road so it should be ok for now.
