where can i get one from and how much do they cost? i asked my council and they did not really no

If it's a Waste Carriers License you mean mate then i can help you as i have one. As Warhammer quite rightly said it's the Enviroment Agency you go to. I paid £140 for a 3 year Carrier and Broker license, whether you have the Broker part on your licence or not it's still the same cost. I'm more than happy to go into further detail if it helps but we'd best establish that we're talking about the same thing first.
