what is this in a conifer

this has been in a roadside conifer for a few years now have had suggestions of a squirrel or pine martins nest as both are common around here but I dont think its either

I'd say it's a Witches Broom (look it up), common enough in Spruce.

Witches Broom, If you are a real good propagator and can graft this broom growth can be used to get dwarf conifers. It is possible it has been done on that specie of spruce already.
