Pear leaf blister mite??

Saw this on a pear tree yesterday, and not sure if it is the blister mite.

Does not look like any pictures I have in my reference books.

The underneath of the leaf has raised blotches, which does not show very well in the photo.

The tree had this problem last year as well, producing no blossom and no fruit.

Can someone confirm what it is?

Venturia pirina? - Pear Scab

 

I understand that if it is the above, then relatively insignificant, unless Tree is of high ornamental value.

 

Any fruit this year? are they showing scab symptoms?

There is no fruit at all this year.

The crown is looking quite sparse and every leaf has these symptons.
