dying ash with beetles??

i have this ash sapling at home that has started to wilt over the last few days so went to take some pictures to see if it could be the chalara disease and i then noticed these beetles on the trunk.

so any thoughts as to what they are and what i should do ?? iam thinking burnt it all quick!
