Ring the tree officer & explain condition & ask for an urgent site visit , most will comply

back up conversation with plenty of photos

DEFO support conversation by sending an email that under exemption clauses, you are serving notice of exempt works to a Tpo tree quote inc the usual stuff location tpo ref# map etc

If I have a dangerous tree with broken limbs in it, do I need to apply for permission to remove the hanging limbs and and cut back to the collar? Or remove the dangerous already broke limbs and then apply to clean and tidy !?

Usefully, the new TPO guidance makes reference to dangerous 'branches' as an exception as well as trees.
