as its there tenant who has made your fence fall down then there responsibility to make good work out how much it will cost to do job, send them the bill with the photos you have taken. and get enviromental on case they should be able to swing there sledge at the housing door to get them to make good what she has done. looks a mess.

If it is your fence you can have good side any side you want it, and she is not allowed to put anything against it, hang or grow anything on it without your permission.
