tree warden or arb consultant?

weve just got a new tree warden down here and is he fussy! i recently had to look at a large holm oak with a slight basal decay, a well respected arb consultant who had inspected this tree 3 yrs ago recommended a 5 m crown reduction, but no work was carried out, i stuck in an application to do exactly what the report recommended and they have come back saying that i can only reduce it by 2.5m to be fair a thought a 5m reduction was slightly excessive but the point is what right does the tree warden have over the consultant who carries the indemnity insurance?

A statutory right. Don't forget that the council is also insured!!!
