Husky 36 fuel cap

is very stiff to turn in the thread - is that a common problem? - should it need lubrication? - won't seal fuel tight without mole grips - not really sure how fat the o ring should be? also the holder (v shape prongs to keep it in the tank) is mising - would that affect the seal? feels like i should sand the threads on the cap to reduce them?

My Jonsered fuel cap was like this, got worse with time and came to the point where it wouldn't come undone without mole grips, got a new one and it solved the problem but its started to go the same way again.
