Unless the police can do something not a lot you can do. unfortunately they are a law to themselves . A friend of mine had to go to a railway station once to identify a caravan dweller as he got off the train in identity type thing, the night before they came round his house and was told in no uncertain terms if he pointed him out they would knee cap him. Not worth starting a war especially if they no where you live

If you are certain who it is and I mean 100% certain find out what they drive and were they park up and go from there.have a little pay back.police won't do anything but you just might feel a little better.

I'm 100percent

In my view the world is back to front and the more bad you do seems to work and the harder you work your hit from every angle.

So why not just get a little payback?just don't get caught doing it,and take it from me

you will feel a whole lot better it won't bring your tool's back though.

I don't speak for everyone it's just my view wright or wrong.
