how should this tree be managed, preferably using BS3998 etc standards? this is a free estimate.

Looks happy enough to me, and sitting in a nice open area by the looks of it, cant see why it would really need anything doing to it!

 

Edit: I voted for the last option....if they aren't happy with it plant something they will like

Similar to the Chanticleer pear - Pyrus calleryana 'Chanticleer' which was/is planted as a street tree here in the UK guy.

 

Weak structure, prone to snow/wind loading breakage and relatively short lived.

 

 

If client is keen to retain then perhaps go for option 2
