Horse chestnut and red oak problems

Hi all,

 

My sister and brother in law have a medium size Horse Chestnut and a small Red Oak in their back garden.

 

They have noticed that this years growth has not been as good as previous years and also they don't look like they used too. I have took a look and I can see signs of moth and whitefly on the chestnut but nothing visible in the oak, please see the attached photos and let me know if you have any suggestions, regards
