Can you convert JPEG to AI, EPS or PDF formats?

Trying to get some custom graphics made for my motocross bike, and a logo i want to include is currently in JPEG and the only formats the designer can use them in is AI, EPS or PDF.

 

So firstly can you convert such files, and if you can could someone do it for me? Ive tried contacting the logo owner to see if he has it is in other formats but hes not got back to me.

You can convert to any of those file formats, but it won't make the jpg into a vector graphic (ie it won't become scalable the same way that an original ai / eps graphic would be). What do you need it for? If its just for print then if you are starting out with a jpg the right size then pdf would be good enough and the easiest to convert.
