Sugar drenching regularly might be a temporary solution to allow the plant the energy it needs while new roots develop? Don't know how well it works but it was mentioned to me by Glynn Percival in one of his lectures. I think the idea is that by giving the tree plenty of the sugars it needs for energy, the tree will focus more on developing its roots and puts less energy into producing sugar in the leaves? Might be worth a try...
