What's the rules about removing suckers, watershoots etc from tpo trees?  I get they can be deadwooded without a planning permission, but note sure what the deal is with out of character growth.

Couple of pics of the tree in question

There is also a big old what looks to be dead branch but there is a couple of live looking limbs off it, no specific pictures sorry, but can I get that dropped?

Regarding what you call the water shoots are you referring to the epicormic shoots coming off the trunk, or the regrowth on a previously shortened branch on the right side, about a third of the way up the crown, or the much lower limb above the fence?

In my area of of the tree officers is great, and says removal of epicormic shoots that can be removed with a handsaw does not need permission. Anything other than this, unless totally dead would need permission. The only exemption is if it is to meet statutory clearance over pavement/footpath or highway.

A tree officer from a different local council is nothing like as flexible and has previously told me I need to apply for permission to remove any epicormic shoots.
