Tulip Poplar Tennessee

Question

This tulip poplar has been in the ground for 20 years and shows a weak canopy with multiple dead limbs throughout.  Cut down one limb today that was still alive but the tree has quite a bit of this growth on the limbs.  Any advice?

That's Lichen on the branch. Not causing any harm, it lives on the surface but doesn't take water or nutrients from the tree.

It could indicate low levels of air pollution in your area.
