Spraying sertificates

I remember not so long ago a person, who didn’t hold a spraying certificates (PA1,6), by law was able to do spraying, but under supervision of a person who is holding such certificates. 
Does anyone know if that is still an option now or has the law recently changed? 
Need to do a small spraying job, but not sure if I can send all of my guys, since one of them doesn’t hold a licence yet, but is about to do a course this month.
