Power to outriggers but not to ground control or basket

Hello. This is my first post and I’m hoping someone can provide some useful advice. I have an old towable cherry picker Hi-Spec 1275. It was working fine but was stored for around 3 years and now it’s not working properly. On the side is a panel. On the left of the panel is a kill button. In the middle is a switch to change between outriggers and ground control/basket. On the right is a key switch - turn to the left to adjust the outriggers, middle position is off and turn to the right to operate the boom, either from the ground or in the basket. I have done continuity tests with a multimeter but the ground control button and in the basket do nothing. When I turn the middle key on the panel from the left (outriggers) to the right (ground control/basket) there is a slight click but no power to the contactor in that position.

Sounds like a relay is not making properly .
