Tree not growing

We have a tree which was planted around 25 years ago and it has not grown much at all.

When it was planted on our property, it was already 2m tall to begin with.

The location in in Australia. The species is Eculaptys of some kind. See photo attached.

Why is this the case?

The adjacent trees planted much more recently seems to be thriving.

The only thing that I can think of is that this area was previously a road with bitumen and sub-base, which may or may not have been removed. But then again the other tress seem to be doing fine.

I would like to save this tree if possible. What can be done?

Thanks for responding. Do you really think it's a watering issues since there is no irrigation in a natural setting. Also the other trees are not watered as well.

I would have thought it may have an illness of some type or because of the asphalt.

Could be a soil issue, have a dig abt a foot down, just with a trowel, see how soil feels ( compacted?)  smells bad? K
