Consultant reccomendations

A client of mine has today recieved a letter saying the council has or is putting a tpo on a piece of rough land with self set birch it was cleared about 30 yrs ago and we were going to clear it again this winter they have until 18th september to raise objections the job is in chesterfield any advice or reccomendations welcome.  The site has been in the local plan as development land for around 40 yrs and my client was making a start in the planning process.
