I come to Arb talk form for help with my Peterson Honda twin engine that is bogging down under load.

I have changed fuel filters and cleaned/inspected the Carb.

I still think the problem is fuel starvation and may be some to do with that Electric thing in the float chamber which I don't know what it dose.

Can any one help please.

Opened up the float chamber and blown the air hose around but it looked clean.

That's not cleaning and inspecting a carb!

Pull it apart properly and clean the jets. Especially the main jet if it's bogging down under load. Also check your air filter- try running it without first. If an engine can't get enough of either fuel or air then it will bog down under load.
